Stir together the first 4 ingredients with a fork until crumbly. Press into a 13 x 9-inch baking pan. Bake at 375℉ for 15 minutes. Remove from the oven and cool on a wire cooling rack.
Cream Cheese Filling
Beat whipped topping, cream cheese, and powdered sugar at a medium speed using a hand mixer until smooth. Spread the cream cheese mixture over the cooled crust. Cover and chill.
Blueberry Topping
Stir together sugar and cornstarch in a saucepan; whisk in 1 cup water until smooth. Stir in the blueberries and bring to a boil. Boil, stirring constantly for 2 minutes. Remove from the heat and allow to cool. Once cooled, pour over the cream cheese mixture. Cover and chill for 2 hours or overnight.
